COMMITTEE MEETING MINUTES
August 23, 2010
The Finance, Recreation, Service, Engineering and Gorman Farm Committee met at 2:00 pm on August 23, 2010. Present were Councilmembers Vonderhaar, Smiley- Robertson, and Schaefer. Also in attendance during the meeting were the HIRT committee, Julie Tople of Horan, and Administrative Assistant Jack Cameron.
Health Insurance
The HIRT committee began by briefing the Council Committee on their activities so far this year. Those activities included 24 employee education sessions, establishment of a Wellness Committee that was patterned after a similar committee in the City of Montgomery. A summary of the activities is attached hereto.
The renewal program for 2011 was then discussed. Essentially, the expectation is to have quotes available by October 20, 2010. The HIRT Committee will meet to make recommendations on October 27, 2010. The Council Committee will join the HIRT Committee on that date for informational purposes. The quotes will be ready for Council action on Wednesday, November 3, 2010. The Council Committee recommends that, the entire Council meet that night to decide upon a plan. This is the regular committee meeting night because November 2, 2010 is an election day.
The employees, as a whole have been extremely cooperative with the process. Each provides Horan a description of family and medical issues (EasyApps) on a secure website. All but 1 employee and/or spouse have completed annual physicals. The expectation is that there will be 100% participation and that the last person is simply waiting for confirmation being transmitted to the Village. All of this information will be made available by Horan when they seek quotes from various providers for the health insurance portion of the benefits package.
The expectation is that there will be substantial increase in the premium end of the benefits package. This is about $600,000 of the $800,000 cost. The dental, optical and life insurance package should not see the same increase. The contribution level is dependent upon the deductible levels selected. Jack Cameron will again have a spread sheet to show the costs of the various options.
The HIRT Committee will recommend a budget for the Wellness Committee.
Julie Tople indicated that it is not possible to determine whether employees are following the wellcare recommendations of their doctors because of HIPPA and other privacy issues. She also indicated that the Village will not be able to know whether any employees have added adult children to program until January 2011. These will show up as a change to a Family Plan rather than a Single Plan. The Village may not treat families with adult children differently from families with minor children.
Traffic Signal Project Bid Package
The next item was a discussion concerning the initial engineering drawings for the 2012 Traffic Signal Project. The committee went over the details of each intersection involved. Several Federal Requirements are reflected in the preliminary plans. The first is the elimination of yield signs. They will be replaced with a series of joined triangles painted across the lane required to yield. The second is a requirement that crosswalks be installed to cross all streets at signalized intersections without regard to whether there is any where to walk. This will show up on the plan at the intersection of Cooper and Reading Roads and at Sharondale and Glendale-Milford. The system being installed will have capacity for security cameras at several intersections that could be
monitored by police. The Committee requested that an additional crosswalk be added at Glendale-Milford and reading Road to access Arby’s and an additional crosswalk be added on the east side of the Kingsport and Reading Road intersection.
Gorman Farm
The committee had several issues that were raise with the Village Solicitor. In that the committee had not yet heard from the Village Solicitor, no action was taken.
